WWE and TNA need to improve their storylines and segments. As much as you need young talent, you need established names to build them up. Da parte di alcuni negazionisti, alla nozione di signoraggio viene opposta, dal sistema bancario e dalla sinistra politica, un'obiezione logico-economica, che si può riassumere come segue: "La banca centrale di emissione cede cartamoneta, supponiamo 100 euro, in cambio di titoli di Stato, supponiamo per 100 euro, scadenti in 12 mesi al 4% di interesse l'anno. Lo Stato può quindi usare la cartamoneta così ricevuta (i 100 euro) per ripagare il debito capitale (100 euro), quando i titoli vengono a scadenza. Ne consegue che a buon diritto la banca centrale di emissione segna, nella propria situazione patrimoniale, all'attivo il valore del credito (+ € 100) nonché l'interesse ( + € 4), e al passivo il valore della cartamoneta emessa (- € 100). Ossia, i 104 euro tra titoli e interesse, che riceve in cambio della cartamoneta, non sono tutto guadagno netto, perché la banca deve sempre tenere a disposizione i titoli per renderli allo Stato qualora questo si presenti a essa con la cartamoneta per riscattarli. Onde non può venderli, incassare il ricavato e spartirlo tra i suoi soci o partecipanti. Ne consegue che il profitto della banca di emissione si riduce all'interesse percepito sui titoli, e da esso vanno tolte le spese etc. Quindi il profitto da signoraggio, o reddito monetario, praticamente non esiste o si riduce al tasso di interesse, il quale, a norma dell'art. 56 dello Statuto della Banca d'Italia, va per almeno il 96% allo Stato". Questa obiezione merita una confutazione attenta e articolata, ma non perché sia seria, bensì perché evidenzia ulteriormente l'assurdità di uno stato che si indebita per comperare da una banca centrale privata la cartamoneta che potrebbe stamparsi da solo a costo tipografico. La migliore confutazione di questa obiezione si trova nelle due storie "vere" che potete leggere nell'appendice. Ma già qui è opportuno fare alcuni rilievi. Innanzitutto, notoriamente, i titoli del debito pubblico sono titoli di credito trasferibili, come le cambiali, che vengono (originariamente o per il tramite di società di intermediazione finanziaria) acquistati dalla banca centrale di emissione. Questa può o tenerli nel proprio patrimonio, o venderli a terzi. Se li trattiene, quando essi scadranno, lo Stato potrà pagarli o rinnovarli. Se li paga, la banca centrale incassa e realizza un utile, a fronte del quale non deve nulla ad altri... Se lo Stato, invece, li rinnova, allora la banca centrale rimane a credito - e i crediti sono una posta attiva del patrimonio. Se la Banca Centrale di Emissione li vende a terzi, realizza subito un profitto, ossia il prezzo della vendita, a fronte del quale non ha alcuna passività; e i terzi diventano titolari di un credito verso lo Stato; quando i titoli così ceduti scadranno, lo Stato li pagherà a chi ne sarà il detentore. In ambo i casi, la banca guadagna e la moneta emessa non costituisce in alcun modo per essa un passivo - quindi la sua appostazione come passività in bilancio è contraria alla realtà economica e giuridicamente errata (era corretta quando la banca di emissione era tenuta a convertire le banconote in oro a richiesta del portatore, perché questa sua obbligazio-ne era un debito, un passivo). Ne era consapevole il Governo Ciampi, che, nel suo disegno di legge, presentato il 10 Febbraio 1993, definì la moneta come "debito inesigibile" per la banca di emissione. Se è inesigibile, appunto, non è una passività - non è un debito.
